He is baned forever for low skill.
I think he reported good clean players several times for cheats and it was not true.

Well i dont know about the no. of times he has reported good players 
But this time he accepted his mistake as he dont know about this forum and told gel on fb
i can just request give that bot another chance and what else i can say

please give himal a chance. ..bymistake he reported reported...and gel and himal have mutually settled outside forums...just like arbitration :p

well, I understand it was a MISTAKE....but giving a permanent ban is too unfair for this...
low skill may get banned for a DAY too...:p
give him a chance atleast...
you can make out his low skill by his actions of reporting gel...
still immatured..forgive this poor soul...

Ask him to register on forums, and fill the ban appeal form / or unban appeal form, and talk to Px!
that is the minimum requirement he should do!
