Sry for being late
Today morning (3 hours ago) i played on the server and there was no lag :woot:
but now it lags :facepalm:
Here is the screen shot

u can see the red line in graph mean a lag and it happens every 5 sec

Start - run -cmd.exe
pathping cs.iptcom.net
wait until all data gathered, it take a couple of minutes, then right mouse click - select - select all data, press Enter and paste results in forum

Looks like overload starting from your provider network, and after there is strange route trough Europe with some bottlenecks, unfortunately there is nothing we can do here
