Well... I'm always lagging with either mine or teammates/enemies flashlights on....
CPU usage with or without flash is same - 25-35%
OpenGL for video settings...
Obviously notebook (before when was using desktop no such a problem)...

It's integrated video. I don't think that it can switch to anything else.
